The Winter Mandarin Duck is phase-locked — it only appears during the Extra Phase Photography stage of the Winter Frost event (Week 3). Make sure your Birdwatching Hobby is at least Level 2 and that you've completed the initial Birdwatching tasks with Bailey J. Once unlocked, head to Suburban Lake and look on the water surface. It can appear at any time of day or weather once the Extra Phase is active.
